i have two 4850's both stock at 625mhz and i tried to overclock them with CCC and when i run 3dmark vantage my score stays the same. if i run a single card and OC it to 700mhz it bumps my score up but with crossfire OC with CCC keeps perfromance the same or worse. i have a amd phenom II x3 at 3.2ghz and both my cards stay cool never going past 65 c gaming.
Remember that 3dmark06 (and similar) don't always give you exactly the same results each time, even with the same clocks. Getting a change of +/- 200-400 is negligible in most cases.

Are the settings enabled at startup?
Crossfire gains are from 0% to 50% depending on the game.
They can actually scale as high as 90% in a lot of games at rather extreme settings. I've never had scaling that low in any game other than wow.
However, crossfire will limit overclocking scaling. As they run asynchronously you have to overclock them both an equal amount in order to see any improvement in performance.

no my crossfire works great. i get like a 100% performance increase in games its just, i don;t notice a difference when i overclock the cards in CCC. my 3dvantage socre is 11200 wether my gpu is at 625mhz or 700mhz i have some thirdparty software to overclock them it just easier to only use CCC.
Overclocking a gpu will not give you an amazing increase in crossfire. Being that the scaling is not 100% (no matter how hard you try) clock for clock overclocking is not as useful compared to a single card.
Also, crossfire in asynchronous, if you only overclock one card you will not get a single bit of improvement over stock. Ensure they are overclocked equally and stay as such when gaming.
