Okay, I have a Dell Vostro 400, and when I power up, the fans spin, the lights light, and after 1.5 seconds it stops, and then does it over again. I have replaced the board, I have replaced the power button, I am at my witts end. Any suggestions.

What does Dell have to say about this? I'm thinking you have a power instability somewhere, caused by a faulty motherboard or power supply. Since you've already replaced your board, that leaves...
