I am looking for a new monitor, any size from 19" up, and no more than $200. I have noticed a lot of brands that I have never heard of and I don't know whether or not to trust their quality. I'm not going to waste any money on an HD monitor, I just want something reliable, with decent picture quality.

You can go to newegg and price most 24" monitors. Most of them are around $200 now.

I'd probably look at this ASUS 23.6" 1920x1080 monitor.
