Check the voltage requirements for the 1066 ram. After changing the voltage, try setting it manually to 1066 if the board permits it, or try a ratio change if your board has them.
^ Which list standard voltage at 1.8v (DDR2) or 1.65v (DDR3) while most of the high performing DDR2 RAM runs at about 2.0-2.3v. The BIOS provides 1.8v by default (with out taking in to consideration XMP,etc).

those fiqures match the spec's I've now seen, the timing is suppose to set for (2) also not (1). Are you now using those settings and are they working for you?
Unrelated, the Jedec specification standard voltage for DDR3 is 1.5v not 1.65v.
