Cannot access any programs or task manager - virus infection

start in safe mode; logon with admin, select safemode with networking.

run your antivirus scan.
download, install malwarebytes Free Scanner. After installation, click on update TAB, click check for updates to get the latest signature data base file.
Run full scan. Select all drives you have.

Also download utility unhide & run that.

Hopefully infections will be removed to allow you to function in normal mode.
In normal mode, repeat the above Scans as they may find more infections.

If other problems remain, malwarebytes has free assistance for manual removal. Register and post in the removal forum.

Malware program called System Fix is the culprit.
