Question about buying laptop memory

I have a question about purchasing memory for laptops. When I look at the tech specs on newegg there is always a cas latency and timing posted for the ram. Do I want these numbers to be high or low. Please explain
 
Lower latencies are better than higher. Buying laptop memory is tricky because there are usually few BIOS options available to change to accomodate new or additional RAM with different frequencies from the originals. To increase the chances of a successful RAM upgrade, buy higher-capacity RAM modules as the original RAM - e.g., match memory type (DDR, DDR2, DDR3), pins (144, 200, 204), and frequency (speed (333MHz, 400MHz, 533MHz, or 667MHz)
