Dell Studio Xps 13 CPU running slowly

I purchased this laptop for its speed, but it has been feeling slower than it should. I downloaded PC wizard 2009 to see what was going on under the hood. I realized the operating frequency was set at 1600, when the marketing is at 2400. im losing almost 1GHZ of speed. How do i fix this?

Its called speedstep. Google it.

my solution was to keep speed step on and disable dynamic acceleration in the bios
