I have a USB external hard drive that I have plugged into my desktop computer. Is it possible to make share the drive as an external device rather than having to connect to the computer it's plugged into? Thanks
 
Yes, but it would require an additional piece of hardware.

With it attached to the computer, the world will see it as a device shared by that computer (assuming that you make it shareable). If what you want is to make it a separate NAS device attached directly to the network, you will need some kind of NAS server - either an external enclosure, or a dongle like this: http://www.simpletech.com/products/storage/simplenet/simplenet.php
