I have a toshiba laptop with an AMD Turion 64 tl56 supposed to run at 1.8 ghz in windows 7 and vista it is stuck at 800 mhz i assume it is a driver issue but i cant seem to find any updates. I have updated bios and checked all settings also i have changed all power settings to high performance any ideas would be appreciated.

800mhz amd cpus means it is running cool n' quiet. It's fine, the cpu will speed up to its normal speed whenever it needs to.

As jennyh said that is normal. Do you really mean it's stuck? Stuck would indicate that no matter what load you put on your system it stayed at 800mhz. That would a problem yes. But loading cpu-z or another program having the cpu at 800 MHz is a good thing.

under full load it stays at 800 mhz no matter what its not cool and queit it is something differenti have checked all power settings and bios still nothing

I have the same problem. I'm running Windows 7 and my Turion X2 TL-58 stays at 800Mhz, with cool 'n quiet enabled. This only when the adapter is not attached. As soon as I remove the adapterplug it drops to 800Mhz, it doesn't matter which power plan I have enabled.

My laptop is a MSI Megabook M670.

you will need to change amdk8.sys from \windows\system32\drivers\

change it for a amdk8.sys from an xp computer or download the drivers from the amd website...

it worked for me
