I am going to mount a psu with a fan on its top surface into the top rear shelf of my tower. I have one fan in the top middle of the tower, somewhat closer to the front than the psu will be, and there are two fans directly below the psu blowing air out of the back of the tower.

Is it better to mount the psu with fan blowing air up or down?

A psu does not blow air up or down. The psu fan pulls in warm interior air and exhausts the air out the rear panel. For a psu mounted at the top rear of a pc case install the psu with fan on the bottom surface. It can help expel warm air from the case.
