power on problem

i have a compaq armada e500 and lately its been having problems switching on
using the buttons, but if i remove the battery and power then add power back
to it it fires up without pressing buttons every time.

if i add the battery back in at this point and take out main power it works
from battery fine too so dont think its battery related

seems as though the buttons have failed as they wont do anything at all

ive stripped this part down and the buttons are on a small board:-

LED Board 159539-001

is it likely to be this board?
