Binking Cursor at Startup - Need Help

Hello, I would appreciate your help please.

I have a Toshiba lap top that has a black screen with a blinking cursor, BUT unlike another person's thread, my cursor does not stop blinking and then start up. I get a message "A disc read error occurred, press Ctrl+Alt+Delete to restart", but when I do this the same message just keeps re-appearing. I would be very grateful for any advice please.

Try Boot into Safe Mode. Select last known good config.
If you have Windows CD, repair install.
