can E520 support Sapphire HD 4670 512mb DDR4 with it's stock psu which is 305w????

Dell powersupplies are tough and underrated, you'll be fine with the HD4670.

i remember reading a review on the 4670 GDDR4 and it showed no significant improvement over the 4670 GDDR3

as for your Dell PSU like the others have said you will have no issue running that card

you can even step up to a 9600GT and have no issues

Yes 9600GT is good card.You can get that in that budget.
If you are still buying the 4670 then get the DDR3 version as DDR4 has no significant imp(as stated earlier) and not even the DDR5.

i want to buy Sapphire HD 4670 512mb DDR4 because of the big fan with <20dBa not because of the DDR4...
i'll prefer 4670 than 9600gt

If it supports 4670 then it will also be supporting 4770(basically both needs the same kinda slot i.e. PCI-E)

But the major problem would be your PSU.Yours is 305w and It will need more than 400w.

Both ATI nd Nvidia overstate the wattage needed for their cards because of the fairly large number of cheap or poor quality powrsupplies out there, these units do not deliver enough power (amps) on the +12v line or lines.
Dell units deliver a very high proportion of their output on the +12v line or lines, so although the Watts may seem low the all importaint +12v amps is high. The Dell 305W unit has as much if not more +12v output than many cheap 450W units!

That said, I would not advise running a HD4770 on it. Stick to the 4670.
