If you were using a newer 800Mhz FSB P4 I would suggest a new video card, but for COD I think you need a whole new setup =/

However, if you were to buy a new video card, I would go with a GTS 250. That card is surely bottlenecked by your CPU, but when you upgrade to a new CPU / motherboard you will have a starting point for your graphics solution.

First, ensure what kind of video slot you have in your motherboard. Since it's an older motherboard, it might be AGP or PCI and you may not be able to use the newer videocards. Besides, your CPU's bus speed is very slow. I would put that budget towards a new motherboard and CPU, for example a G31 for around $50, an e5200 CPU for $65, and a 9800 GT for around $75.

I agree with hundredIslandsboy, a new graphic card might not be worth it on your motherboard. If you have 400$ of limit, try saving that money and waiting a bit, maybe your budget will increase, and for roughly 6-700$ you could buy a whole new computer tower and its guaranteed to work better than what you have. AMD cpus are a cheap and effective solution if your money is tight. A dual core might do some good, of course an intel dual core might also be cheap nowadays since the core i7 are out and about.
