I would like to buy a tablet for my boyfriend. He loves CS4 but he has never had a tablet before, so it would be mostly used for drawing and just learning to use the equipment. I want something that suits these needs, but is not utterly useless. Something that is in between the high and low end of the products.

I love CS4 and CS3 too. :)

If you're you're a tight on budget, this will be perfectly fine for his drawing, image editing needs.

in Po'shop and other CS 4 image editing applications, this will suit every graphic designer needs (who's short on budget).
Though a bit more pricey than Bamboo Pen but it will give em extra valuable features than in the long run will definitely
benefit him specially when designing or editing very complex images.
