Radeon HD 4650 with Dell Inspiron 530

That will run easilly, the card you are looking at needs no power leads as it draws all its power from the Motherboard. The power supplies on Dell's are well known around tech forums to be good quality units.

Typically I see HD4650 cards with DDR2 memory, while many 4670's sport ddr3. I agree with shubham that you'll get more life outta the HD4670. The power requirements are similar.

See the benchmarks.
Buy the 512mb DDR3 version of 4670. There are some crippled 1GB cards also which are also DDR2.
Also stay away from 1GB ddr3 4670 as that card is not that fast to utilize that much of Graphic ram.Don't waste money on the two mentioned.

Ok thanks for the info shubham1401. Just another quick question. What games could i play with this card with the following specs
Processor- Intel(R) Core(TM)2 Quad CPU Q6600 @ 2.40GHz

Memory - 3.00GB

PSU- 350W
