HD4870 put voltage too low

My friend has put the voltage too low and is unable to boot back into windows, how would you fix this?

Im limited as im offering advice over the net... any ideas

reset CMOS...pull MOBO battery for five minutes...reset RTC....set jumper from 2-3 to 1-2 for 5 muinutes.....make sure RTC jumper is put back on pins 2 and 3...put the battery in ...start computer....go into BIOS and reset all your settings...make sur to set the date-time in BIOS
