New system won't boot!

Ok guys so I've got my new rig set up and after many hours it's finally ready to go, however it is acting very strangely when I try to boot it. Everything is getting power, that's not a problem. The CPU fan spins for a second and stops, everything runs fine, then when I turn the machine off the fan spins again for just a second. There is no beep whatsoever during POST and nothing shows on screen. Is it possible my CPU has been damaged?

Any help on this matter would help a LOT.

I hadn't plugged in the cpu power...and here I am thinking I'm good with computers.
