How to test cpu cache l2

Dell tech says the reason my dimension 4600 will not restart is because the l2 cache in the processor is bad. It run fine and turn off and on fine, but try to restart and it shuts down the screen, fans and HD continue to run but it does not restart. Are there any utilities to test the l2 cache to verify Dell's conclusion?

go to device manager and see if the proc has exclamation point next it.


if not go to the bios
