Not Booting Right

So when I start my computer, I post and everything seems fine but then it just doesn't boot to windows. I tried reinstalling windows and it will not format the hard drive. I installed windows on another hard drive and it takes forever to boot that to. I am just wanting to know if it is the hard drive or the motherboard. I am only thinking it might be the motherboard because it takes forever to boot windows from the other hard drive. Thanks in advanced.

Go to system in control panel and click on system/ properties and click on advanced and see what the timeout is set for the startup. If you only have one hard drive or one operating system set it to zero and it should boot faster. Is your other hard drive setup in the Bios as the primary boot drive? What version of windows are you running? XP or win 7?
