I have the standard 250w PSU but I wanted to get a new graphics card so i figured I would need a new PSU to really get the best AGP card possible. I have read in many places that dell computer PSUs are hard to upgrade but I've also read of many people upgrading to 500w PSUs etc. Is it possible to do it with my Dimension 4600?

Edit your service tag from your post.
System is ATX oriented and has an open back, no problem upgrading.
Your existing psu has a 20 pin mb connector, most modern unit's have a 20+4, again not a problem.

More than enough for your system and anything you could throw into it.

Ok will this 500w PSU work as well? Because I wanted to make sure I had enough power for maybe a X1950 Pro graphics card because I here they're pretty good.

The 400 I linked to would be plenty , but more power won't hurt.
