Will Air cooling be enough to keep my rig cool if I am not overclocking?

Possibly a second EVGA GeForce GTX 590

The case is a High Air Flow case with
1-230mm front fan,
2-200mm fans 1 top 1 side, with room for another 200mm on top which I will add.
1-140 mm rear fan, and room for another 120 mm fan on the VGA fan dock.

Air cooling is plenty for any build. You can even get some really good overclocks on air aswell.

Water is only required if your really trying to push your components to their limits, or are just generally an "enthusiast" who likes to experiment and keep temps as low as possible. It also works great for people who want a quiet build.
