$230 for MB, CPU, RAM, HD

I'm trying to build a new computer with $300 in mind. I have a budget of around $230 for MB, CPU, RAM, and HD ($70 for a decent PS that I haven't start search for yet):

Configuration #1:

AMD athlon II X2 245 2.9 GHz
ZOTAC GF8200-D-E
WD 500 GB HD
OCZ Reaper HPC 2 X 2GB DDR2 1066 RAM

Configuration #2:

AMD Phenom 9150E 1.8 GHz Quad
ECS A790GXM-A
WD 500 GB HD
Corsair XMS2 2 x 2GB DDR2 1066 RAM

Each of above setup is around $230 at newegg after shipping/rebate. Any suggestions? This computer will be used for watching movies, surfing the net, and maybe Matlab. :D

Neither board brand is great.

Sometimes you can do better with Intel :)

An overclocked E5200 will get you better performance and you can do it with a decent MB.
