Home PC, win xp, due to a hijack in normal mode , I am having to work in safe mode, how do I disable admin restrictions, how do i get my cd and dvd players to write files, they will only read data.

First you have to get rid of the infection completely.
Run your AV and malware scans or register at forum like malwarebytes to get technical help for removal.
