A pair of gtx260 is plenty for most games and will even play crysis amazingly. Well this depends on the rest of your configuration, such as cpu/ram. I play crysis at 1920x1080 16aa getting about 25-30fps (system is overclock). So with a fast quad and decent amount of memory it should satisfy your gaming needs.

Out of the two choices, I'd go for the dual GTX260: Plenty of performance, even at that resolution without the huge heat and power draw of the GTX280.

But, is this for a new build or an upgrade for the one in your information?
If an upgrade, why not SLI a second GTX275?
If a new build, why not SLI the GTX275? It's as fast, if not faster than the GTX 280, draws less power, produces less heat, is easier to find and probably cheaper.

Here is the rest of my system, its an upgrade.

HX620 Corsair (cannnot change this psu, i just bought it)

Core 2 Quad Q9550 @2.8ghz 12MB L2 with Cooler Master Sphere cooler

4GB DDR2 Corsair Dominator 1066Mhz with Cooling Fan

XFX Nvidia 750i SLi Motherboard

2TB 7200RPM 32Mb Cache HDD

Cooler Master HAF 932 Casing

23" 1920 x 1080 Glossy display

I found this card: Its cheap around 130 pounds each.

ITs called the :

Inno3D Geforce GTX260 SP216 IChill with Accelero XXX

I plan to put 2 of these, they occupy 3 slots each and at full load on crysis they stay at 50degrees.
I got a corsair HX620 though.

Nice;)
Check there is enough clearence between the bottom card and the PSU though.
Remember, you can SLI cards from different makers so if space is tight at the bottom you could always use a different card.

Thats why i go for full tower but this card is an exception + if you sli cards from different manufacturers, they will run at the same speed. i.e the fastest card will also run slow. AS this is an oc version, no point in adding another one of some other company.
