Outlook 03 Not sending email

Hi there, I am trying to configure my girlfriend's Outlook 2003 to her college email address, but I keep running into problems with the outgoing mail. In the school's FAQ, it says to use port 995 with TLS encryption, but outlook 2003 does not give a option to use TLS all there is is SSL. I've read that using port 25 is default for TLS but still come to no avail. I still receive mail, but can't send anything.
