Side effects of increasing fan speed in HD4xxx

I read in an article that HD4850 produces 81 centigrades heat when it is under load.

But, by increasing fanspeed both powerusage and heat, fall enormously.

If it is as they say why didn't ATI do it as a default.
I think there is some side effects.I wonder is there anybody who knows about this?

Noise and fan life are the biggest problems. As the fan speed increases, so does the noise that it outputs. If AMD set the fan speed for 100%, no one would want their cards due to noise. The second problem is the faster the fan spins, the quicker it will die. I have never had a card physically die on me, but I've lost a couple due to dead fans.
