I have tw of these fans running, but one of them is just hollering loud, and I realize that sure they are going to be audible, but this one is literally loud. Like it makes this annoying whirring sound, but the other one doesn't. I have tried plugging it in to my mobo and my PS, no luck. What could be wrong?

Bad fan. Try clocking it down or just replace/warranty it.

I checked on speed fan and it is constantly running at 1600, but I'm not really sure how to lower its speed. See whats confusing me is they both are, but only on is so loud.

The main speedFan screen has % boxes marked Speed01, Speed02...etc. They should read 100% if you have not changed any of them. Hit the downward pointing arrow to lower one of the fans speed and see what happens. Other fans listed will pertain to the cpu cooler and the power supply fan. Leave these as you found them.
I would just replace the bad fan though. They should both sound the same running at the same speed.
