I have a 1.86 ghz core 2 duo processor, 3gb ram, 650 psu and the motherboard uses PCI express 16 slot. Are there any limitations on what graphics card I can get as an upgrade. I am looking at nvidia geforce 250 gts or a nvidia geforce 275 gtx?

Nope, both of those cards should work just fine in your rig.

They will work fine, but they will be severely bottlenecked by your slow processor speed. The processor will easily overclock to 3ghz on stock voltage, you should check into overclocking.

What are you entire system specs including motherboard make/ model/ chipset?
Ram?
What brand and model 650w psu?

I have 3 gb ddr2 ram(32 bit vista), the chipset is an Intel Core 2 Duo 1.86, gateway brand computer. Not sure on the motherboard yet, but like I said it does have pci express slot. The psu brand is antec. I am not that knowledgeable about over clocking the cpu, I wouldn't know what to do or where to start.
