Is it normal or bad PSU???

i have a Xigmatek NRP-MC651..
when i use lastest version of Everet it show that +5v became 3v and +12v became 4v
because it's 4 rail so i think i was normal...but i have little worried about it will damage my other hardware...
inside the BIOS, the +5v still 5v and the +12V lower to 11.986/11.968...
is it any problem with my PSU?????

g-skill 2gb DDR3 12800 C9
Seagate 500gb
lite-on dvdRW
 
Solution
I saw something similar with a different motherboard. I used my voltmeter and all voltages were fine. As long as the system works well, don't worry about Everest or other similar tools.

so it maybe the everest read the wrong....but this problem never happen to me.. with the everest...
since my old pc, were making sound bip, bip if the voltage lower than it must have..
\but my new pc not making any sound and it just work as fine...
