LOADING PROGRAMS FROM CD DISC

Can't find a solution to my problem of not being able to
get the file Setup.exe to run when I attempt to reload a
program that is already on the computer but is
malfuntioning. My CD Rom drive is performing very well in
all other areas but I have tried 3 different program discs
and keep getting the same failure. When I click on
Setup.exe it should take off but instead the hourglass
comes on for a few moments and then nothing else happens.
Have also tried deleting the malfuntioning program and
then trying the Setup.exe again but still no luck.??????
