Have you tried with XP/VISTA?

Reply to Maziar

yes with xp core speeds ran at full speed vista did not. Problem with xp toshiba didnt make any drivers for it it came with vista on it from factory. Funny that it came from factory running at less the half the speed it was supposed to

So it seems a driver problem, because when it works fine under XP then there is a problem with a driver

It could be AMD's throttling the CPU. Does your laptop run really hot? Do you have a cooler?

go to control panel>appearance and personalization>change screen saver>change power settings> change plan settings> change advanced settings>processor power management check what the percentages are at (if no 100%, change to 100% and your problem should be fixed; if at 100%, like other people have said it could be a driver problem or an overheating chip)

i almost certain it is a driver issue but i cant find a new one that fixes it its a toshiba satilite notebook. it definatly is not overheating and all settings are 100%
