Some have described cpu temp as delta increase from ambient.

Is this linear? like +15 when 20c ambient as well as +15 when running pc in middle of desert of 50c

Solution
Good question, I imagine it is ~ linear. probably not exactly but sufficiently when the temp range is relatively small.

I found this link : http://www.xilinx.com/support/documentation/application_notes/xapp158.pdf

Which has an equation that shows it to be a linear relation,

Tj = Tamb + P (ΘJA)

"Given the temperature inside the case or rack (TAMB), the total power dissipation of the FPGA(P) and the thermal resistance of the package (ΘJA), the junction temperature (TJ) may be calculated.

But I expect over extreme ranges this would not hold true.

If you are asking (title) would your setup overheat, and you have delta of 15deg C then the CPU would probably be fine (just). I wouldn't expect your GPU to be fine though as they run hotter usually.

Totally depends on the coolers and airflow (or water flow if using water-cooling).
