Display all programs on taskbar of main screen of dual screens

I have dual monitors with a taskbar that stretches across both screens. I can open programs on either screen, but the button on the taskbar follows the program and stays on whichever screen the program is displayed on. However I would like to set my taskbar so that all programs open are displayed on my main screen taskbar irregardless of which screen the are displayed on.

Unlock the taskbar, drag to the screen where you want it, and then lock it.

Even with the toolbar locked, the program still appears on the taskbar of the screen it is displayed on, not the main screen.

Hrmmm... in my display setting under the settings tab, I have extend my windows desktop onto this monitor checked. My taskabar is on the primary window only and everything minimizes to it.
