Sharing Programs with other User accounts

Hello,
I set up 3 User account using WinXP: Owner, Wife & Guest.
My wife can't open pdf files in her email messages nor after she downloads them and saves them to the desktop.
What must I change to allow her that capability or for that matter allow her other access to specific programs?

In Control Panel, Add/Remove the programs, one at a time and re-install them (some may be a repair install) for any user of the computer.

Can I not grant a specific user access to specific programs /privileges. i.e., allow my wife to open pdf files but not a Guest User?
