Normally when I build i use gloves and a strap, just to be on the safe side since I build on carpet.... When you get your strap make sure you attach it to the PSU or case (METAL)....

My entire place is carpeted, so I throw down a piece of cardboard and remember to touch an unpainted part of the case before putting my hands in there. Been in my computer a good 20-30 times in the past few months, no problems yet.
I never take any precautions and I haven't had any problems yet. But if it will help with your peace of mind then go ahead.
Yea, but for a first build IMO it is necessary to stay grounded (carpet).... I had a friend not too long ago that spent 2,000$ on a new i7 build.... and guess what...spark!!... POOF!!!! bye bye mobo !!!! So you never can be too carefull....
