Okay so right now I just have a basic 1tb hdd that spins at 5400rpm and for gaming I'm looking at the 7200rpm (maybe even ssd if prices are good). Would I just be able to install the hdd, have windows format it as secondary or slave, and install just games on it? Or would the fact that my main hdd isn't as fast rpm-wise bottleneck the transfer rate?
Thanks

Assuming that both drives are SATA drives, neither one will have any affect on the other. The concepts of secondary and slave don't apply to SATA drives, only to IDE drives when you have two of them on the same cable.

OTOH, you might benefit from moving your OS to the faster drive. What benefit do you expect gaming to get from adding a faster second drive? Drive speed is not known to affect frame rates, only game load time and then only if the game is installed on that drive.
