Dns client service not starting xp error 126

internet very slow
when try to repair LAN windows could not complete clear dns cache.
dns client service also could not start
Could not start the DNS Client service on Local Computer, Error 126:

try this from command prompt. (three commands)

ipconfig /release
ipconfig /flushdns
ipconfig /renew
