Water or Air cooling? Temps?

I am using the stock fan and heatsink. The case also has decent airflow.
Room temp is 24C
IDLE
CPU--28C
MOBO--34C
NB--37C
HD--38C

LOAD (running prime95 for 40min)
CPU--42C
MOBO--36C
NB--48C
HD--39C

On a completely seperate system. Same budget though ($40-$80).

I don't really want to get into water-cooling, but i saw this http://www.newegg.com/Product/Product.aspx?Item=N82E168... would it be able to cool the i5 better than a high end air cooler??
