Not enough data in the pic to be able to tell you why you're going so slow but here are a few things
Is the drive still in the FAT system??
Is the disc drive that you use a PATA drive??
If it is a SATA drive is the speed limiting jumper on??
Three thing you ought to check and let us know back
HEY!!! I forgot to say the pic of you transferring the file is from a HDD to a DVD RW..... that explains a lot actually, and that too it's being transferred thru Windows, which does take a little longer. It also has a lot to do with the write capabilities of your DVD Writer plus the writing speed of the disc in the drive, they come with minimum and maximum limits.
I'd suggest using Nero that's a little faster and more reliable then windows writing
