why is my computer shutting down after 2 seconds? Could this be a CPU problem?

Need a little more information...
Is this s DIY setup?
-I would start by taking the system to the bare essentials. disconnect everything leaving CPU, Memory and video card. Does it boot?
- can you hear BIOS post beeps?
