How do i determine the best stable oc for my video card (inno3d GTS 250)? what do i use to stress test it?

i use OCCT to stress test.... just make sure the temps don't get too ridiculous and the you dont get too many errors too fast... oCCT is very very strong stress test so errors are bound to come up eventually

cant prime stress test the gpu?

Prime 95 and OCCT stress the CPU not GPU, the best bet for you is to use ATItool and use the arifiact window in it. overclock until you start seeing artifacts(abnormalities such wite cots or lines) that is pretty much the max stable for long periods of time, you can push further but it will not be 100% stable
