Both the Corsair CX400 and the VX450 are high quality power supplies that can easily power a system with one ATI radeon HD 3850 video card. Your system does not use very much power. During a gaming session a system with one 3850 video card will draw a maximum of about 200 watts at the wall outlet (mains). That is for the entire system.

Corsair has a reputation for high quality power supplies. They consistently earn high marks in technical reviews. They are very stable, reliable, and come with a 5 year warranty.

Recommended:Corsair VX450

If budget doesn't allows then Corsair CX400.

This is the lowest you can go.

Shouldn't you recommend him another PSU of another model but with the same power?

Intel P4 - socket 478? That's about 6 or 7 years old. Is there a requirement for a -5 volt connection? I can't remember at which point the -5 volt requirement was eliminated from atx standards. Most modern psu's do not have a -5 volt rail.
