Pci-e o/c...Still a waste?

Researching pci-e overclocking, everything im finding is coming from around 2006-2009. Has there been any significant changes lately? Rocking a asus p6t deluxe v2 with an hd 5870. Video card overlocks like poopey but my asus board seems to handle overclocks well, with a more serious cooling system I feel it could go alot higher but thats neither here nor there. Has there been any significant changes lately or is there still the same crappy 2-3 frame boost with serious risk to the system?
