Maybe. Please provide all specs for this system. Include all installed devices (include makes/models), be sure to include the info for your Heatsink/Fan (HSF).

4.5Ghz may be a little ambitious, but you should be able to improve over the stock speeds with little effort.

I am not familiar with your power supply, but everything else looks ok. Try OCing in baby steps. Go slow and check stability along the way. When you go too far, you will know it. Then just back off to a safe level. Watch your temps throughout the process as well.
