Can I install DDR3 1333 in a board with max support of 1066 only?

I got a Dell OptiPlex 780 with an intel chipset Q45

Dell specs & the intel site says that the Q45 accept DDR3 1066...

I got some DDR3 1333 and I don't want to buy older ones, so can I use them instead?

Yes, it should work fine just running at the lower speed.

And if you want to try, it is guite possible that your bios allow higher setting, if you set them manually. Most propably it is easier to try faster delay settings in 1066...

the Q45 can handle 1333 and if your cpu is a 1333 cpu, it'll be even better
