i have a i7 860 with a p7p55d asus motherboard with the turboboost enabled but my multiplier never goes above 21 and my is always at 2.8 gig with cpuz, i even changed the c-state to c6 and still no apparent turboboost, please someone help me i'm still a novice at this

The multiplyer is locked at 21 - unless speed step or thermal throttling are in use, both of which will down clock your CPU.

Intel lock all their mutlipliers on their CPU's with the exclusin on the old EE chips. Turbo boost is entirely controlled by the OS depending on the load across the cores, and only then when the CPU core temps are within certain limits
