USB 3 vs 2 or eSATA Connection Issue

I was asked to test hard drive speeds on our super computer
6 cores i7 970 extreme
12 GB Ram
windows 7 64bitpro

I ordered
Transend USB 3.0 PCI Express X1 Card
Nex Star Dual Bay Hard Drive Dock for USB 3.0
Hitachi 1 TB HDD

If I plug it into the usb 2.0 or eSATA slot it works seemlessly
If I plug it into the usb 3.0 slot it
I may not see a disk in disk management
If I do see a disk in disk management it will ask me to initialize it even though it is definitely already initialized
If I continue with the initialize MBR it will respond from Virtual Disk Manager"the system cannot find the file specified"
In the Disk Management graphical view it shows the disk as unknown

I may not see it in my computer
If I do see it in my computer I can enter it
If I try to create a folder or move anything into it it will respond "the system cannot find the file specified"
