Justmoved motherboard to a new case. However post just keeps restarting ending with 9.9 message

Symtoms cpu, psu fans turn for about a second. GPU fan twitches. led display before switch on 0.1. on switch on 8.3, 9.8, 9.9. with above symptoms. Please help. nasty feeling my psu is at fault.
