F:not accessible. the parameter is incorrect

I have a external hard disk and when i click on it, it require me to format the hard disk. When i click on the properties, it show the size is full, i m sure it is not. I try to do a quick format but is fail and i cant open the hard disk. Please help.

What model of external hard drive let me know, go into the disk manager in windows and delete any partitions on the device and reformat it.
